Dr Stephen Hill is the managing director of Hill Bingham Ltd - winner of the Best Internet Investigation Training Provider in the UK, 2023. He is a Certified Fraud Examiner and expert trainer with over 25 years' experience providing services to the private and public sector in fraud (cyber) risk management, data security/protection and internet investigations & open-source intelligence. He is also a director of Fraud Training Ltd an ACFE (Association of Certified Fraud Examiners) 'Authorised Training Organisation' and the exclusive provider of the Certified Fraud Examiner (CFE) Exam Review Course for the United Kingdom training counter fraud professionals to the highest level in the field of fraud deterrence, detection and prevention.
Simi Bains works as a Senior Fraud Risk Manager for HSBC UK and focuses on ensuring the bank is able to manage its fraud risk adequately, this includes fraud policy training and oversight over controls required to manage the risks the bank faces. She has over 25years of Fraud experience obtained both through her current role and previous roles having led a team of Fraud analysts prior to joining HSBC in 2018. Simi qualified as a CFE in 2015 and has been a serving board member of the ACFE since 2016 having already been re-elected several times by the ACFE members once. Simi recently took on the role of Treasurer for the UK Chapter and has also been an active and key board member in supporting fellow board members in various ACFE events including the annual UK conferences
Matt Mowbray has over 17 years of international strategic and operational experience, Matt is a seasoned leader in managing sensitive global programs and high-level investigations involving allegations of fraud, bribery and corruption, IT security and data privacy incidents across both public and private sectors, including nearly a decade in law enforcement. His extensive background encompasses specialist investigatory techniques, covert and overt operations, advanced interviewing, cybercrime, and insider risk program management. Throughout his career, Matt has built and led successful investigation teams, developed robust investigative frameworks, and collaborated closely with law enforcement agencies to resolve complex cases. He is also a Certified Fraud Examiner, demonstrating professional competence in fraud investigation.
Charlie Mercer is a disputes and investigations lawyer at Stewarts. He has a particular interest in complex fraud and asset tracing, financial services and securities disputes and post-judgment enforcement. Charlie works with clients from a variety of sectors, including financial services and telecommunications, and from a range of jurisdictions, including in Europe, the Middle East and Africa. He has spent time on secondment to the dispute resolution and investigations team of a global investment bank. Charlie has been a board member since 2022.
David E Clark with over forty years of corporate experience in finance and business controls including heading up an internal investigations team, since 2019 I have been the Chief Compliance and Business Ethics Officer for Saint-Gobain UK & Ireland. I lead on work to reinforce a compliance culture across all Saint-Gobain UK&I businesses, driving the corporate compliance program through strong Principles of Conduct and Action to ensure good corporate governance, regulatory compliance and business ethics. I am responsible for coordinating investigations to resolve issues reported through the confidential hotline systems, in accordance with the Whistleblowing Policy, as well as continuing to drive an effective counter fraud programme. After a particularly large internal fraud case I have had an immersive interest in fraud over the last 20 years progressing many cases through both criminal and civil courts and have been a Director of the Midlands Fraud Forum since 2009 and after a period as Chair still remain one of Vice Chairs. After the Forum initiated a joint research project with the University of Portsmouth it created an interest which I then followed with a further five years of distance learning through the University's Centre of Counter Fraud Studies with a degree in Counter Fraud Studies and Criminal Justice. At the outset of these studies I took an Associate membership with ACFE and finally took my CFE credential earlier this year. With a strong belief in "what gets measured gets done" I contend every fraud should be reported and I am proud to be associated with those in the Forums, ACFE, Fraud Advisory Panel and others in the counter fraud community, committed to tackling fraud and financial crime.
Tim Harvey, CFE, is a seasoned fraud expert with over four decades of experience in law enforcement and fraud investigation. As the Director of Fraud Training Ltd, he leverages his extensive background to provide top-tier fraud training and consultancy services. Tim's illustrious career began in 1979 with the Metropolitan Police, where he quickly rose through the ranks to become a Detective Superintendent. He led teams specializing in high-profile crimes, including art theft, public sector corruption, money laundering, and complex fraud cases. At New Scotland Yard, Tim played a pivotal role in shaping fraud investigation strategies. He chaired the National Financial Investigators Working Group and contributed to the development of new legislation. Tim's expertise was instrumental in expanding the Economic Crime Department of the City of London Police, where he achieved an impressive 75% detection rate. Tim's unique blend of hands-on investigative experience and strategic management skills makes him a formidable force in the fight against fraud. His company, Fraud Training Ltd, is dedicated to equipping professionals with the tools and knowledge needed to combat financial crime effectively. His current roles include, Director of Fraud Training Ltd, Global Chapter Liaison for the Association of Certified Fraud Examiners (ACFE) and the President of the ACFE UK Chapter.
Francis Itoadon is the Assurance Lead at an International Bank in London. Francis has led and been part of teams in Financial Services for circa 16 years at various Banks and Financial Institutions. Francis has experience reporting to Board level on audits and reviews across Corporate Banking, Trade Finance, Treasury, Financial Crime and Compliance etc. Francis is a Fellow Chartered Certified Accountant (FCCA), Certified Fraud Examiner (CFE), Certified Anti Money Laundering Specialist (CAMS), Fellow of the Corporate Treasurers (FCT) and affiliate of Institute of Internal Auditors.
